Background on the Basel Incentive Programme

Basel-Stadt is one of Switzerland’s leading business hubs and faces increasing competition from other international locations. With the Basel Incentive Programme, the canton is sending a strong signal: companies that invest in innovation, parental leave, and climate protection will receive targeted financial support. Research collaborations in the Life Sciences are also being promoted. In this way, the canton is fostering entrepreneurial engagement in key future-oriented sectors—in a straightforward and business-friendly manner—and sustainably strengthening Basel’s competitiveness as a business location.

The Grand Council approved the partial revision of the Location Promotion Act (StaföG) on February 5, 2025, by a large majority. Voters approved the resolution in a referendum on May 18, 2025. The Government Council adopted the ordinance implementing the Location Promotion Act (StaföG), including the specific eligibility criteria, on June 24, 2025.
 

The funding is financed by two funds, into which the Government Council can contribute between 150 and 500 million Swiss francs annually. The Government Council decides on the amount of the contributions each year depending on the financial situation. 80 percent of the funds are allocated to the area of innovation, and 20 percent to the areas of society and the environment (parental leave, the environment, and research collaborations in the Life Sciences).
