Based on climate reporting and implemented measures, the Basel Incentive Programme offers financial support to companies investing in climate protection. On this page, you will find all relevant information regarding financial support, submitting an application, and the next steps.

Submit an application
To submit an application, your organization must be registered on ePortal Basel-Stadt. To log in to the ePortal as an individual, you need an AGOV-account. You can find answers to related questions in the FAQ section below.

Measures-based Funding
What qualifies for financial support?
Financial support is granted for measures implemented in the fiscal year 2025, provided that, compared to the initial state:
- they considerably reduce the company’s direct greenhouse gas emissions or
- they noticeably improve its energy efficiency.
How much is covered by the financial support?
- 40% of investment costs for measures implemented in the Canton of Basel-Stadt
- 20% of investment costs for measures implemented in the rest of Switzerland.
Mark-ups and Mark-downs:
Measures are evaluated within the categories of greenhouse gas emissions or energy efficiency according to their cost efficiency (»What is the impact per Swiss Franc invested?»).
In a next step, measures are classified in three categories:
- First tier: +25% mark-up on financial support
- Second tier: no mark-up or mark-down
- Third tier: –25% mark-down on financial support
Minimum and Maximum
- Maximum financial support per legal entity: CHF 10 million
- Minimum financial support per application: CHF 2,000
Climate-report-based Funding
What qualifies for financial support?
Financial support is granted for a measurable reduction in greenhouse gas emissions (Scope 1) in fiscal year 2025 compared to the previous year. Based on the company's climate reporting, the relevant metric is the reduction in emissions intensity achieved.
Climate reporting must be based on an internationally recognized standard; greenhouse gas emissions reductions must be calculated in accordance with the guidelines of the GHG Protocol (link) and reported per ton of CO₂eq (Scope 1).
How much financial support is offered?
Every ton of CO₂ equivalents saved is compensated with CHF 30 (up to a maximum of CHF 5 million per legal entity per year).
Applying for Financial Support
Entitled to an application for financial support are legal entities
- with unlimited tax liability in the Canton of Basel-Stadt
- or with limited tax liability in the Canton of Basel-Stadt plus a qualifying facility located in the canton (minimum of CHF 100,000 in depreciation per year).
What documentation is required?
Measures-based Financial Support
The effectiveness of the measures, their implementation, and the amount of the investment costs must be reviewed and confirmed by external energy consultants recognized by the canton. The following documents must be submitted along with the application:
- Deklarationsformular umgesetzte Massnahmen
- Nachweis Investitionskosten
- Zusätzliche Unterlagen zum Nachweis der Reduktionswirkung
Climate-report-based Financial Support
The greenhouse gas emissions and indicators reported in the climate report must be verified by an external auditor recognized by the canton. The following documents must be submitted with the application:
- Deklarationsformular Emissionsintensität
- Klimaberichterstattung massgebendes Geschäftsjahr
- Klimaberichterstattung Vorjahr
